Moscow State Open University (former All-Union Correspondence Polytechnic Institute - VZPI) - higher education institution located in Moscow.

Story

Moscow State Open University is an educational institution of higher professional education, which is the successor Moscow City People's Open University A. Shanyavsky.

In 1870, the history of open public education in Russia began. The initiator of open, including correspondence, technical and economic education was the mathematician and teacher Karl Karlovich Masing. Evening courses and classes, workers' faculties, and real schools were opened in St. Petersburg and Moscow, providing the opportunity to receive school and higher education. He devoted a lot of effort to the organization of the Polytechnic Institute.

In 1908, the world's first People's Open University was created in Moscow on the initiative of famous statesmen P.A. Stolypina, D.A. Milyutina, M.M. Kovalevsky and A.L. Shanyavsky. The decision of the State Council of Russia, the State Duma, was legitimized by decree of Nicholas II. At the University of A.L. Shanyavsky received secondary and higher education. Thus the foundation of open public education in Russia was laid.

In 1932, on the basis of the Polytechnic School and 10 branch correspondence institutions, by Order of the People's Commissariat of Heavy Industry of December 13, 1932 No. 907 (S. Ordzhonikidze), the All-Union Correspondence Polytechnic Institute (VZPI) was created.

By decree of August 20, 1982, the Presidium of the Supreme Soviet of the USSR awarded the VZPI with the Order of the Red Banner of Labor.

In 1992, by the Decree of the Government of the Russian Federation, signed by the First Deputy Chairman G. Burbulis, the All-Union Correspondence Polytechnic Institute was transformed into the Moscow State Open University.

In 2007, the university celebrated its 75th anniversary and the 100th anniversary of open education in Russia. The origins of open education were K. Masing - the first workers' faculties, P.A. Stolypin - the creation of a people's university in Moscow on Miusskaya Square (now the Russian State University for the Humanities), A.L. Shanyavsky.

Educational programs of higher professional education in all of the listed specialties can be implemented continuously and in stages (bachelor, diploma, master).

Admission procedure

1. MGOU admits citizens of the Russian Federation, foreign citizens and stateless persons living on the territory of the Russian Federation, as well as compatriots from neighboring countries. In accordance with the Agreement on Deepening Integration in the Economic and Humanitarian Fields dated March 29, 1996, concluded between the Government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic and the Government of the Russian Federation (published in the Collection of Legislation of the Russian Federation dated April 28, 1997, No. 17, Article 1915., in the Bulletin of International Treaties, August 1997, No. 8, page 3, ratified by the Russian Federation by Federal Law of May 21, 1996, No. 44-FZ, entered into force on February 11, 1997. ), the Government of the Republic of Tajikistan (decision of the Interstate Council dated April 28, 1998, No. 26), the parties provide equal rights to citizens of the participating states for admission to public educational institutions of the Parties on the basis of mutually recognized equivalent state-issued documents as for places funded from the state budget, and locally with payment of the cost of training under contracts in accordance with the rules of admission.

2. For the first year, persons are accepted who have a state-issued document on secondary (complete) general or secondary vocational education, a diploma of professional primary education, if it contains a record of the bearer receiving secondary (complete) general education. On the basis of relevant international treaties of the Russian Federation, state-issued documents on secondary (complete) general education, issued in the territories of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Republic of Tajikistan, Ukraine and the Republic of Estonia before December 31, 2003 g., are recognized as documents giving the right to enter educational institutions of higher professional education in the Russian Federation without a certificate of equivalence. State-issued documents on secondary (complete) general education received in the listed states are submitted to educational institutions of the Russian Federation in the original with a notarized translation into Russian. The translation text must be certified by a Russian notary or the consulate of the Russian Federation in the country where the education document was issued. Certificates issued by educational institutions of primary vocational education are not documents confirming the presence of secondary (complete) general education, and are not accepted by the admissions committee.

3. The number of places for admission to the first year of students studying at the expense of the federal budget is determined by the admission targets established by the Federal Education Agency of the Ministry of Education and Science of the Russian Federation. In excess of the established number of admission places financed from the federal budget, MGOU admits students and listeners (for the first and subsequent courses) to places within the number determined by the license, under agreements with individuals and legal entities on reimbursement of tuition costs.

4. In order to assist state and municipal bodies in training personnel to solve the socio-economic problems of the regions, the university allocates, within the number of admission places financed from the federal budget, a certain number of places for targeted admission, and organizes a separate competition for these places. In this case, MGOU enters into agreements with the relevant state and municipal authorities.

5. Citizens of foreign states (including citizens of the republics of the former USSR) who arrived in the Russian Federation for study are admitted to the Moscow State Educational Institution: in accordance with international agreements within the admission quotas for the directions of the Federal Agency for Education; in accordance with direct university contracts for places within the number determined by the license, with reimbursement of training costs on the terms determined by the Admission Rules. Persons residing on the territory of states - republics of the former USSR (compatriots) are admitted to higher educational institutions on a competitive basis for places financed from the budget, if there are vacancies. At the same time, MGOU is guided by the principles of social support for people experiencing difficulties in realizing their rights to education.
